Fisheries Economist

Taylor Slough Inc. (TSI) is looking to hire a full-time (40 hours/week) economist to provide support services to the NOAA Fisheries (NMFS) Office of Sustainable Fisheries (OSF). The goal of this support OSF to implement Executive Order 14276, Restoring American Seafood Competitiveness, by developing and implementing actions to support the Executive Order. This position is contingent upon contract award and will be filled if contract is awarded to TSI.

Specific activities include:

  • Support the fishery management actions necessary to enable rapid fulfillment of the requirements of the Seafood Executive Order.
  • Support the economic analysis for fisheries management actions resulting from the Seafood Executive Order and respond to the requests of NOAA and NMFS leadership including but not limited to conducting Regulatory Impact Review analyses, developing fishery. descriptions, conducting Regulatory Flexibility Analysis reviews (to include Section 610 reviews), and Small Business entity analyses.
  • Assessments including, but not limited to, cost-benefits of proposed management options, including addressing fisheries bycatch and discard issues, capacity, protected species issues, habitat protection restrictions, and social impact assessments in support of the management actions necessary to implement the Seafood Executive Order and respond to the requests of NOAA and NMFS leadership.
  • Provide fisheries management input to the Office of Science & Technology’s Trade Dashboard in support of the Seafood Executive Order.
  • Evaluate the effects of allocation options between commercial – recreational sectors; within sectors.
  • Evaluate surveys and research of socioeconomic impacts of management actions and disasters on fishing communities, including general public, fishing businesses, crew, aquaculture operations, marine-related businesses and seafood-business employees.
  • Evaluate comparative analyses of fishing labor trends.
  • Technical editing of economic input to fishery management actions in support of the Seafood Executive Order and in response to NOAA and NMFS leadership requests.
  • Evaluation of decision support tools, bio economic models, integrated ecosystem models, angler behavioral models, seafood markets and trade, aquaculture, and fisheries economic impact models.
  • Provide support for socio-economic analyses for fisheries management actions for which NOAA is responsible.

Required Experience and Skills

Minimum of 5 years of relevant professional experience conducting economic and socio-economic analyses in support of public policy, regulatory actions, natural resource management, or fisheries management.

Experience should include some combination of the following:

  • preparing economic analyses for regulatory or management actions
  • conducting Regulatory Impact Reviews (RIRs), Regulatory Flexibility Act (RFA) analyses, and Section 610 reviews
  • evaluating costs, benefits, and distributional effects of policy or management alternatives
  • assessing impacts on small businesses, fishing communities, labor, and other affected stakeholders
  • analyzing issues related to fisheries, aquaculture, seafood markets, trade, bycatch, habitat protection, protected species, or fishing capacity
  • supporting socio-economic impact assessments and comparative trend analyses
  • developing technical reports, fishery descriptions, briefing materials, and other written products for leadership review
  • providing technical editing and quality assurance for economic sections of management or regulatory documents
  • working with quantitative models, economic datasets, dashboards, or decision-support tools

Preferred Experience: Experience supporting NOAA, NMFS, regional fishery management councils, or other federal fisheries or marine resource programs is preferred. Experience with fisheries economics, seafood trade, marine policy, and federal regulatory processes is highly desirable.

Vacancy Terms

  • Full-time exempt salaried position
  • Immediate start date after obtaining Public Trust Security clearance
  • Minimal travel is anticipated

Education

Bachelor’s degree from an accredited college or university in economics, agricultural economics, natural resource economics, environmental economics, marine resource economics, public policy with a concentration in economics, or a closely related field is required.

A master’s degree in economics, agricultural economics, natural resource economics, environmental economics, marine resource economics, or a related field is preferred.

Coursework and/or academic training should demonstrate knowledge in areas such as:

  • microeconomics and macroeconomics
  • statistics or econometrics
  • cost-benefit analysis
  • regulatory analysis
  • socio-economic impact assessment
  • natural resource, environmental, fisheries, or marine economics)

Work Location

Remote work or hybrid work is allowed. If hybrid work is preferred, the on-site location is in Silver Spring, MD
